Why a non existent office got budgetary allocation


Do not be surprised. It is their way. Many may not believe it, but civil

servants make more money than Politicians.

How many people have had time to view attendance Register of most offices, especially the civil servants.

Even those who are absent still manage to sign a minute after the last person. Nobody ever comes late.

There is something called incremental budgeting. Even when revenues are falling the size of the next budget never falls below the level of the previous one.

In fact, it is a misdemeanor to return unspent funds, lest the level for the next year falls below the previous year.

If revenues like inflation are always spiking, it should not be an issue, but no. When revenues fall rather than cut or trim the budget, the level of borrowing increases.

Who are the architects of this malfeasance? Who else but the civil servants, who teach Politicians how to steal and cover their tracks.

They are the ones who tell Politicians to float phantom companies to bid for phantom contracts. The civil servants not the Politicians populate the tenders Board.

They organize the bids and rig the process. In siphoning money, they front for the Politicians, while keeping a straight face.

Pray, the conductor and the driver who is in charge? Of course, the driver. The civil servants drive the process, while the Politicians like the conductors make the right noises.

Just like Drivers hardly talk while maintaining a straight face, so too the civil servants are in the background moving things locally and abroad. 

They help to circumvent the processes they are running and guarding, investing for Politicians both at home and abroad, paying school fees for their own children and those of the Politicians schooling abroad.

The interesting thing about the Politicians is that they are hardly seen and never heard, yet they are stupendously rich.

That the Chief Economic Adviser to the President, got budgetary allocation for five years without being in office is well within the mischief level of civil servants and should not cost  anyone any sleep.
