What is there to clarify?

Schools were closed because of Covid-19. Children were at home. We lacked data to locate the homes of the children.

Yet school feeding program continued. The name did not change to home

feeding program.

Only visitors from space would be surprised to hear that the money for the program was misappropriated. 

So what is there to clarify? The budgeting process is such that allocated funds just have to be spent, come what may. Covid - 19 or not.

The money had been voted for. Expenses have been incurred against the funds and covid - 19 thinks it can cause disaffection among all the parties with interest in the money? No way.

We just flip the page and wait for honest people who will know that making losses is the opposite of making gains and they both come with the territory.

Until then no one will kiss and tell. It will always end in denial.
